On September, 20th, the Ukrainian Parliament has passed a resolution to cancel the country’s transition to Winter Time, initiated by Oleg Nadosha (Party of Regions) to align Ukraine with neighbouring Russia and Belarus.
Ukrainian deputies, justifying their decision, had argued that the constant switching between winter and summer time was harming people’s health and causing stress.
Authorities in Western Ukraine didn’t like that decision to the point that in Uzhgorod it was announced an independent transition to Winter Time. The reason of such a discontent was that with Summer Time the dawn will be only at 10 am in Western parts of Ukraine.
So, a month later, Ukraine’s Parliament cancelled a plan to put Ukraine permanently on Summer Time. Thus, early morning October 30th, clocks will again go back one hour as they have in previous years in Ukraine.
The Parliament has also authorized the Cabinet of Ministers to develop and submit to the Parliament a law draft until November 18 on time calculation on the territory of Ukraine.
Ukraine will from the end of October be 2 hours ahead of Greenwich Mean Time (GMT) +2GMT until at least next spring. Time difference with Russia and Belarus will be not one but two hours now.
Parliament did not decide whether Ukraine would remain on Winter Time after spring or not.
At the same time it is considered that the “normal” time is Winter Time, which in most countries coincide with the standard astronomical time of the time zone. Therefore, it is believed that it is necessary to cancel Summer Time, but not Winter Time.
